The lower percentage of homeless men in shelters (compared to women) reflects an issue that spans all demographics: many homeless remain unsheltered because they refuse to comply with basic rules (namely a curfew and no drug use). Increased resistance to conformity among males likely explains this entire differential. This segues into the next issue, which is the portion of homeless in genuine need of temporary assistance and who sincerely intend to rejoin productive society, versus those who choose homelessness. The latter's resistance to compulsory sheltering will likely result in destructive behavior, which could be considered criminal activity. There's a fair argument said crime is the result of conditions imposed on them against their will. However, this argument falls flat if the conditions "imposed" on them are, in fact, of their own choosing (as choosing homelessness and refusing to join the transitional housing back to society would themselves be crimes). This underscores the importance of Step 1, Legislation.

It should be recognized that there are more shelters that deal with children and women than strictly men, as well as other systematic benefits that lead them to finding shelter.
